Senior Specialist, Cities Development Initiative for Asia

Adolfo Guerrero is senior public-private partnership (PPP) infrastructure specialist for the core management team of the Cities Development Initiative for Asia (CDIA). He has also led operations for the entire CDIA programme in China since 2011. He focuses on PPP deal structuring and project bankability. He leads capacity development activities for PPP within the programme and is responsible for PPP training programmes designed for city officials.

With valuable private-sector experience in evaluating and developing PPP projects and identifying funding sources, he has worked as a contractor, developer and director of international operations, as well as general manager in engineering and consultancy companies dealing with public infrastructure investments.

In his 20 years of professional experience, he has worked in more than 15 countries across Asia and Eastern Europe. He has a master’s degree in transport infrastructure and a master’s degree in management of infrastructure and public services and facilities.
